CITY COUNCIL MINUTES
ADJOURNED REGULAR MEETING
June 25, 2008

I. CALL TO ORDER
Mayor Hack called the Adjourned Regular Meeting of the City Council of the City of Laguna Woods to order at 2:00 p.m.
II. FLAG SALUTE
Councilmember Ross led the flag salute.
III. ROLL CALL
COUNCILMEMBERS: PRESENT: Bouer, Robbins, Ross, Ring, Hack
ABSENT: None
STAFF PRESENT: City Manager Keane; City Attorney McEwen; Assistant City Manager Reilly; City Clerk Condon
IV. VI. CONSENT CALENDAR
Moved by Councilmember Robins, seconded by Mayor Pro Tem Ring, and carried unanimously to approve Consent Calendar Items 4.1 – 4.2.
4.1 Fiscal Year 2008-09 Budget
Adopted five resolutions related to the implementation of the Fiscal Year 2008-09 budget, entitled:
A. Resolution No. 08-11 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, APPROVING APPROPRIATIONS FOR THE FISCAL YEAR COMMENCING JULY 1, 2008 AND ENDING JUNE 30, 2009
AND
B. Resolution No. 08-12 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, APPROVING THE ANNUAL APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 2008-09
AND
C. Resolution No. 08-13 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ESTABLISHING A SEVEN-YEAR CAPITAL IMPROVEMENT PROGRAM IN CONFORMANCE WITH MEASURE M REQUIREMENTS
AND
D. Resolution No. 08-14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, CONCERNING THE STATUS OF THE CIRCULATION ELEMENT OF THE CITY OF LAGUNA WOODS
AND
E. Resolution No. 08-15 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ESTABLISHING A GENERAL GOVERNMENTAL OVERHEAD RATE OF 42%
4.2 Fiscal Year 2008-09 Law Enforcement Services
Approved an agreement with the County of Orange for Fiscal Year 2008-09 law enforcement services in the City of Laguna Woods, and authorized the Mayor to execute the agreement subject to approval as to form by the City Attorney.
V. PUBLIC HEARING
5.1 General Plan Housing Element Update
Mayor Hack opened the Public Hearing at 2:03 pm.
Moved by Councilmember Bouer, Seconded by Councilmember Robbins and carried unanimously to continue the Public Hearing to September 17, 2008.
VI. PUBLIC COMMENTS
Karen Woods, President of the Cat Club, discussed her hope for future cat services to supplement those provided by the Laguna Beach Animal Shelter.
VII CITY COUNCIL
7.1 Orange County Vector Control District
Mayor Pro Tem Ring and Mayor Hack both discussed Councilmember Bouer’s term as the City representative on the Orange County Vector Control since the City’s incorporation, which was prior to his election to the City Council.
Moved by Councilmember Robbins, seconded by Mayor Pro Tem Ring and carried unanimously to appoint Robert Bouer to a two year term, commencing at the end of his current term, as the City representative to the Orange County Vector Control District Board.
7.2 Biannual Ethics Training
City Attorney McEwen and attorney Sarah Gorman presented a two hour class on California government ethics, which Councilmember are required to take per Assembly Bill 1234.
XV. ADJOURNMENT
The meeting was adjourned at 4:05 p.m. The next meeting will be at 2:00 p.m. on July 16, 2008 at the Laguna Woods City Hall, 24264 El Toro Road, Laguna Woods, CA
