CITY COUNCIL MINUTES
REGULAR MEETING
April 16, 2008
2:00 P.M.
I. CALL TO ORDER
Mayor Hack called the Regular Meeting of the City Council of the City of Laguna Woods to order at 2:00 p.m.
II. FLAG SALUTE
Councilmember Ross led the flag salute.
III. ROLL CALL
COUNCILMEMBERS: PRESENT:   Bouer, Robbins, Ross, Ring, Hack
                ABSENT:    None
STAFF PRESENT: City Manager Keane; Assistant City Attorney Biggs; City Clerk Condon
IV. PRESENTATIONS
4.1 South Orange County Regional Chambers of Commerce – Marlene Bridges, President, Laguna Hills/Laguna Woods Chamber
There was no presentation.
V.  CITY PROCLAMATIONS
Moved by Mayor Pro Tem Ring, seconded by Councilmember Robbins and carried unanimously to approve City Proclamations 5.1 – 5.3.
5.1 Proclamation – National Volunteer Week – April 27 – May 3, 2008
5.2 Proclamation – Fair Housing Month – April 2008
5.3 Proclamation – Earth Week – April 22-25, 2008
VI. CONSENT CALENDAR
Moved by Councilmember Robbins, seconded by Pro Tem Ring, and carried unanimously to approve the amended Consent Calendar Items 6.1 – 6.4.
6.1 Approved City Council minutes from the regular meeting of March 19, 2008.
6.2 Approved the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.
6.3 Received and Filed March 20, 2008 monthly Treasurer’s Report.
6.4 Approved the April 16, 2008 Warrant Register in the amount of $463,655.02.
VII. PUBLIC HEARINGS
None.
VIII. CITY COUNCIL
8.1 Citizen Advisory Committee Appointments
City Clerk Condon discussed the proposed nomination of Joan Coles to the Human Relations Advisory Committee. Moved by Mayor Pro Tem Ring, seconded by Councilmember Bouer and carried unanimously to approve the nomination of Joan Coles to the Human Relations Advisory Committee.
IX. CITY MANAGER’S REPORT
9.1 Fiscal Year 2008-09 Work Plan
City Manager Keane provided an overview of the Fiscal Year 2008-09 budget schedule. She highlighted the accomplishment of the incorporation goals; the fiscal year 2008-09 general fund budget summary; the fiscal year 2007-08 work plan accomplishments and discussed the proposed Fiscal Year 2008-09 work plan. Councilmember Robbins noted that pursuit of additional golf cart paths should be added to the work plan. After discussion, Council had no further recommendations and concurred with the proposed fiscal year 2008-09 work plan, as amended. City Manager Keane encouraged residents to submit their suggestions and comments during the remainder of the budget process.
X.   CITY ATTORNEY’S REPORT
Assistant City Attorney Biggs advised that City Attorney McEwen was not able to attend the meeting due to the recent death of his mother. Council requested that their condolences be given to him.
Assistant City Attorney Biggs stated there was nothing to report.
XI. COMMITTEE REPORTS
11.1 Transportation Corridor Agencies (Mayor Hack)
Mayor Hack advised that there was nothing to report.
11.2 Southern California Water Committee (Mayor Hack)
Mayor Hack reported the state would be cutting back on funding for ground water recovery.
11.3 Vector Control District (Councilmember Bouer)
Councilmember Bouer reported there was no problem with West Nile Virus in the area. He advised that a dead bird was discovered in Garden Grove due to the West Nile Virus
11.4 Library Advisory Board (Councilmember Robbins)
Councilmember Robbins advised that the Board did not meet. He announced that there were two events held recently at City Hall; one was the Big Read done by the Old Pros of To Kill a Mockingbird and a showing of the movie To Kill a Mockingbird. Both were well attended.
11.5 Orange County Fire Authority (Councilmember Ross)
Councilmember Ross provided an overview of the report that was provided to the Board at their last meeting on the Santiago Fire.
11.6 Laguna Canyon Foundation (Mayor Pro Tem Ring)
Mayor Pro Tem Ring advised that there would be a dedication on April 23, 2008 at 4:15 p.m. and the Coastal Conservancy, along with the Laguna Canyon Foundation, would be dedicating the properties along Laguna Canyon Road which will become part of the Laguna Canyon Wilderness.
11.7 Coastal Greenbelt Authority (Mayor Pro Tem Ring)
Mayor Pro Tem Ring advised the meeting for Thursday at Laguna Woods City Hall was cancelled.
XII. PUBLIC COMMENTS
Stu Venable, resident, invited everyone to attend a meeting of the SOS group on Sunday, April 27, 2008 at 3:00 p.m. at the Laguna Woods Village Clubhouse 1 Art Gallery. He advised that City Manager Keane would be speaking on issues associated with running for a city council seat.
Karen Woods, resident, requested that the issue of cat shelters be added to the next agenda of the Animal Committee. She also advised that a petition was being circulated requesting a cat shelter. City Manager Keane advised that the cat shelter issue would be on a later agenda.
Lenore Levan, resident, stated she was a member of the cat club and urged the city to have a cat shelter.
Stan Lehpfeld, resident, advised he supported Karen Woods’ comments.
Mike Curtis, resident, requested that either the City or County completely fund the replacement of items such as walls or landscaping that would need to be relocated due to the Moulton Street widening. City Manager Keane briefly discussed the negotiation process on property required for the Moulton Street widening.
XIII. CITY COUNCIL COMMENTS AND ANNOUNCEMENTS
Councilmember Ross encouraged residents to sign up for a program to be held by Las Palmas on preventing falls.
Mayor Hack encouraged residents to take a look at the insert in that days’ edition of the Orange County Register providing information on all Orange County cities. He stated there was a nice page on Laguna Woods.
Council recessed into closed session at 2:45 p.m.
XIV. CLOSED SESSION
14.1 City Council met in closed session pursuant to Government Code Section 54956.8, to give direction with respect to the Conference with Real Property Negotiators for:

     Agency Negotiator: Douglas C. Reilly
     Negotiating Party:    El Toro Water District
     Under Negotiation: Instruction to negotiator on price
Council reconvened at 3:10 p.m. and advised there was no reportable action.
XV. ADJOURNMENT
The meeting was adjourned at 3:11 p.m. The next meeting will be at 2:00 p.m. on May 7, 2008 at the Laguna Woods City Hall, 24264 El Toro Road, Laguna Woods, CA
