AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

All proclamations listed under this section will be enacted by one vote, unless Members of the City Council request specific items be removed for separate action. Proclamations will then be read and presented.

5.1   Proclamation – Human Rights Day – December 10, 2007

VI.   CONSENT CALENDAR

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

6.1   Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.

RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

6.2   Citywide Speed Limits

RECOMMENDED ACTION:

A.    Adopt an ordinance entitled:

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, RESCINDING SECTION 8.06.010 OF THE LAGUNA WOODS MUNICIPAL CODE AND ADOPTING AND ESTABLISHING SPEED LIMITS ON CITY STREETS

B     Direct staff to transmit a certified copy of the Speed Limit Ordinance and the November 2007 Engineering and Traffic Survey to the Orange County Superior Court and Orange County Sheriff’s Department.

C     Direct staff to install additional speed limit signs as needed in appropriate locations based upon the November 2007 Engineering and Traffic Survey to inform motorists of posted speed limits on arterial streets within the City of Laguna Woods.

VII. PUBLIC HEARINGS

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing; E. Council comment and questions and take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

7.1 Building and Construction Code

RECOMMENDED ACTION:

A. Receive Staff Report

E.    Approve a resolution identifying findings for local Building and Construction Code amendments, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, SETTING FORTH FINDINGS WITH RESPECT TO LOCAL CONDITIONS WITHIN THE CITY THAT JUSTIFY CERTAIN MODIFICATIONS AND CHANGES TO THE CALIFORNIA BUILDING CODE, THE CALIFORNIA FIRE CODE, CALIFORNIA REFERENCE STANDARDS CODE, THE CALIFORNIA PLUMBING CODE, THE CALIFORNIA MECHANICAL CODE, THE CALIFORNIA ELECTRICAL CODE

F.    Adopt two ordinances modifying Laguna Woods Building and Constructions Codes, entitled:

AN ORDINANCE OF THE CITY OF LAGUNA WOODS AMENDING TITLE 10 OF THE LAGUNA WOODS MUNICIPAL CODE BY ADOPTING BY REFERENCE THE 2007 EDITIONS OF THE CALIFORNIA BUILDING, PLUMBING, ELECTRICAL AND MECHANICAL CODES, AND RELATED MODEL AND UNIFORM CODES, WITH APPENDICES AND AMENDMENTS THERETO

And

AN ORDINANCE OF THE CITY OF LAGUNA WOODS AMENDING    TITLE   10   OF   THE LAGUNA WOODS MUNICIPAL CODE BY ADOPTING BY REFERENCE THE 2007 CALIFORNIA FIRE CODE, INCLUDING APPENDIXES 1, B AND C

7.2 Golden Rain Foundation Cable Television Franchise

RECOMMENDED ACTION:

A. Receive Staff Report

B. Open Public Hearing

C. Receive Public Comment

D. Close Public Hearing

E.    Approve a resolution, authorizing a thirty year cable television franchise with the Golden Rain Foundation of Laguna Woods, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AUTHORIZING A THRITY (30) YEAR CABLE TELEVSION FRANCHISE WITH THE GOLDEN RAIN FOUNDATION OF LAGUNA WOODS
