AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

4.1 Community Emergency Preparedness and Response Academy Graduation
All proclamations listed under this section will be enacted by one vote, unless Members of the City Council request specific items be removed for separate action. Proclamations will then be read and presented.
5.1 Proclamation – National Donate Life Month – April 2007
5.2 Commendation – Esther “Missy” Reynolds – 100th Birthday
All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.
6.1 City Council minutes from the regular meeting of February 21, 2007.
RECOMMENDED ACTION: Approve minutes as submitted.
6.2 Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.
RECOMMENDED ACTION: Waive reading of ordinances and resolutions.
6.3 Treasurer’s Report
RECOMMENDED ACTION: Receive and File February 2007 monthly Treasurer’s Report.
6.4 Warrant Register
RECOMMENDED ACTION: Approve the March 21, 2007 Warrant Register in the amount of $761,407.74.
6.5 California State Assembly Lease
RECOMMENDED ACTION: Authorize the city manager to execute a one year lease extension with the California State Assembly facilitating Assemblyman Devore’s office space in City Hall, under the same terms as the original lease.
6.6 Workforce Housing Reward Grant
RECOMMENDED ACTION: Approve a resolution authorizing staff to submit a grant application, entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AUTHORIZING APPLICATION FOR WORKFORCE HOUSING REWARD GRANT
6.7 Traffic Signal Controller Master System
RECOMMENDED ACTION: Award a contract to Econolite Control Products, Inc., in the amount of $309,313.28, plus authorized change orders not to exceed 15% of the base amount, for installation of traffic signal controllers and traffic signal master system; and authorize the City Manager to execute the contract and approve change orders, subject to approval of the contract as to form by the City Attorney.
6.8 Notice of Completion – Neighborhood Street Light Replacement Project.

VII. PUBLIC HEARINGS
Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing; E. Council comment and questions and take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

9.1 Trash and Litter Control Regulations
RECOMMENDED ACTION: Approve introduction and first reading of an ordinance establishing litter regulations, entitled:
AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADDING CHAPTER 4.06 “TRASH AND LITTER CONTROL” TO TITLE 4 OF THE LAGUNA WOODS MUNICIPAL CODE AND ESTABLISHING TRASH AND LITTER CONTROL REGULATIONS TO PROTECT PUBLIC HEALTH AND SAFETY.
9.2 Tree Maintenance and Removal Regulations
RECOMMENDED ACTION:

9.4 Cable Television Franchise Regulations
RECOMMENDED ACTION: Approve introduction and first reading of an ordinance establishing cable television franchise regulations, entitled:
AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADDING CHAPTER 6.42 TO THE LAGUNA WOODS MUNICIPAL CODE ESTABLISHING FRANCHISE AND PEG FEES AND CUSTOMER SERVICE PENALTIES FOR STATE VIDEO FRANCHISE HOLDERS PROVIDING VIDEO SERVICE WITHIN THE CITY OF LAGUNA WOODS
