AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

V.    CITY PROCLAMATIONS

All proclamations listed under this section will be enacted by one vote, unless Members of the City Council request specific items be removed for separate action. Proclamations will then be read and presented.

VI.   CONSENT CALENDAR

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

6.1 City Council minutes from the regular meeting of November 14, 2007 and the adjourned regular meeting of November 29, 2007.

RECOMMENDED ACTION: Approve minutes as submitted.

6.2   Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.

RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

6.3   Treasurer’s Report

RECOMMENDED ACTION: Receive and File November 2007 monthly Treasurer’s Report.

6.4   Warrant Register

RECOMMENDED ACTION: Approve the December 12, 2007 Warrant Register in the amount of $590,785.83.

6.5   City Investment Policy

RECOMMENDED ACTION: Adopt a resolution ratifying the City’s 2007 Investment Policy, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ACKNOWLEDGING THE REVIEW, RECEIPT AND FILING OF THE ANNUAL STATEMENT OF INVESTMENT POLICY

VII. PUBLIC HEARINGS

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing; E. Council comment and questions and take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

8.1   City Council Reorganization – Office of Mayor

RECOMMENDED ACTION:

A. Comment from outgoing Mayor

B. The Council, acting on nominations from its members, will appoint a

    Mayor to serve for the period December 2007 to December 2008.

C. Comments from newly appointed Mayor.

8.2   City Council Reorganization – Office of Mayor Pro Tem

RECOMMENDED ACTION: The Council, acting of nominations from its members, will appoint a Mayor Pro Tem to serve for the period December     2007 to December 2008.

IX.   CITY MANAGER’S REPORT

9.1   2008 Community Services Grant Awards

      RECOMMENDED ACTION:

A. Award a total of $68,000 in competitive Community Services grants to six grantees: The Braille Institute, GRF Friendly Visitor Program, South County Outreach formerly Saddleback Community Outreach, Saddleback Memorial Foundation, Trauma Intervention Program and Rebuilding Together

                      AND

B. Award a total of $75,000 in Community Services grants to South County Senior Services for

* Adult Day Services $22,500

* Transportation Services $22,500

* General operations at Florence Sylvester Memorial Senior Center $30,000

9.2 Ridge Route Linear Park

RECOMMENDED ACTION (Staff and Landscape Advisory Committee): Approve the conceptual design for Ridge Route Linear Park and authorize staff to finalize construction documents and solicit bids for construction.
