CITY COUNCIL MINUTES

ADJOURNED REGULAR MEETING

May 10, 2006

2:00 P.M.

 

 

  1. CALL TO ORDER

 

Mayor Bouer called the Adjourned Regular Meeting of the City Council of the City of Laguna Woods to order at 2:00 p.m.

 

  1. FLAG SALUTE

 

Councilmember Ring led the flag salute.

 

III. ROLL CALL

 

COUNCILMEMBERS:   PRESENT:    Hack, Ring, Ross, Robbins, Bouer

ABSENT:     None

 

STAFF PRESENT:    City Manager Keane; City Attorney McEwen; City Clerk Condon, Assistant City Manager Reilly

 

  1. CITY MANAGER’S REPORT

 

4.1 Fiscal Year 2006-07 Budget

 

City Manager Keane noted that this was the second meeting to discuss the Fiscal Year 2006-07 budget. She advised that the budget meeting schedule has been discussed in the Laguna Woods Globe and posted on the City website. Letters were mailed to the three housing corporations and GRF seeking their input.

 

City Manager Keane discussed changes made to the budget proposal following Council’s first meeting and additional requests. Discussion was held regarding a reverse 911 system and various ways the City could use the program. Council consensus was to add $50,000 to the budget for a reverse 911 system.

 

City Manager Keane noted that Councilmember Hack had requested that the eligibility age for taxi vouchers be lowered to 62. She advised that lowering the age to 62 would cost an additional $60,000. Council consensus was to lower the eligibility age to 62.

 

Morry Kravitz, resident, requested Council consider a transportation program to assist residents in returning from grocery stores with their packages.

 

Councilmember Hack discussed the use of shuttles to the Irvine Transportation Center and the OCTA Center on Paseo de Valencia.   City Manager Keane suggested that the GRF Transportation Committee be invited to the June 14, 2006 Transportation Advisory Committee.

  1. CLOSED SESSION

 

Council recessed at 2:43 p.m. for closed session.

 

The City Council met in closed session to confer with legal counsel regarding one matter of potential litigation, pursuant to the provision of Government Code Section 54956.9.

 

The Council reconvened at 3:12 p.m.   City Attorney McEwen reported there was no reportable action.

 

VII. ADJOURNMENT

 

The meeting was adjourned at 3:14 p.m. A regular meeting will be at 2:00 p.m. on May 17, 2006 at the Laguna Woods City Hall, 24264 El Toro Road, Laguna Woods, CA
