ADJOURNED REGULAR MEETING
April 5, 2006

Mayor Bouer called the Adjourned Regular Meeting of the City Council of the City of Laguna Woods to order at 2:00 p.m.
Councilmember Ross led the flag salute.

4.1 Fiscal Year 2006-07 Budget
City Manager Keane reported the meeting was the first of several meetings to discuss the Fiscal Year 2006-07 budget. The other meetings are scheduled for May 3, May 17 and June 7 with the budget adoption scheduled for the June 21 regular meeting.
Council was provided with all Fund projected revenues and General Fund base budget expenditures for Fiscal Years 2006 through 2013. The revenue projections included the impact of shifts in sales and vehicle license fee revenues to the property tax and the partial loss of vehicle license fees and gas taxes beginning in July 2006. The General Fund revenues are expected to be adequate to meet current staffing and core programs.
City Manager Keane answered questions from Council and noted there was additional funding requested for equipment such as computers, laser printer and scanner and additional public safety staff that would be presented at the May 3 meeting.. City Manager Keane discussed the email provided to Council on reducing the taxi voucher qualifying age from 70 to 65 and discussed the cost of City bus trips. She also reported that staff has budgeted a 15% increase in Public Safety, but was awaiting actual budget figures from the Sheriff.
City Manager Keane noted that during the next two months there would an opportunity for Laguna Woods Village Boards, other organizations and individuals to provide input on the budget and offer suggestions for modifications.
After further discussion, staff was directed to investigate the cost of reducing the traffic voucher age to 65 and adding 3 additional City bus trips.
City Manager Keane briefly discussed the seven budget policies previously adopted by Council. She discussed a proposed additional budget policy dealing with temporary “loans” from the General Fund for grant expenditures. Grants expenditures are often not reimbursed until a succeeding fiscal year.
City Manager Keane reported she would be presenting proposed regulations dealing with golf cars on the City golf cart paths at the regular April meeting. Mayor Bouer expressed his concern on treating golf cars different from golf carts.
