AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

6.1   City Council minutes from the regular meeting of October 19, 2005.

 

RECOMMENDED ACTION: Approve minutes as submitted.

 

6.2   Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.

RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

 

6.3   Treasurer’s Report

 

RECOMMENDED ACTION: Receive and File October 2005 monthly and First Quarter, Fiscal Year 2005-06, quarterly Treasurer’s Reports.

 

6.4   Warrant Register

 

RECOMMENDED ACTION: Approve the November 16, 2005 Warrant Register in the amount of $ 497,410.99.

 

6.5   Mayer Corporation Senior Condominium Project

 

RECOMMENDED ACTION: Adopt an ordinance

 

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, APPROVING A ZONE CHANGE OF A 3.054-ACRE PARCEL ZONED “PROFESSIONAL AND ADMINISTRATIVE OFFICE (PA)” TO “RESIDENTIAL MULTIFAMILY (RMF)” LOCATED AT 23522 PASEO DE VALENCIA

 

6.6 Laguna Woods General Plan Annual Report

 

RECOMMENDED ACTION: Receive and File 2005 General Plan       Annual Report.

 

6.7   Agreement for Acquisition of Real Property and Joint Escrow Instructions ? Washington Mutual Property

 

RECOMMENDED ACTION: Approve an agreement with Washington Mutual Bank for City acquisition of real property adjacent to public rights-of-way on El Toro Road and Paseo de Valencia for intersection improvements; and authorize the City manager to execute the agreement subject to approval by the City Attorney as to form.

 

VII. PUBLIC HEARINGS

 

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing; E. Council comment and questions and take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

8.1   Citizen Advisory Committee Appointment

 

RECOMMENDED ACTION: Approve proposed nomination to City advisory committee.

 

8.2 City Hall Holiday Schedule

 

RECOMMENDED ACTION: Consider closing City Hall at 5:00 p.m. on       December 23, 2005 until 8:00 a.m., January 3, 2006 in observance of     December and January holidays.

 

  1. CITY MANAGER’S REPORT

 

9.1   Traffic Control Devices – Santa Maria Avenue and Avenida Sosiega

 

RECOMMENDED ACTION:

 

  1. Approve installation of stop signs, limit lines, advance warning signs and related traffic controls to establish an all-way stop at Santa Maria Avenue and Avenida Sosiega, and

 

  1. Designate Avenida Sosiega at Santa Maria Avenue as a golf cart crossing by adopting a resolution entitled:

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, DESIGNATING PORTIONS OF PUBLIC HIGHWAYS AS GOLF CART CROSSINGS IN CONFORMANCE WITH THE CALIFORNIA VEHICLE CODE
