AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

4.1 Joint Meeting with Golden Rain Foundation (GRF) Board of Directors
RECOMMENDED ACTION: The purpose if this meeting is to discuss various items of mutual interest to the City Council and the GRF Board; no formal action is proposed. It is anticipated that Council may provide direction to staff regarding agendizing some matters for action at future Council meetings.
5.1 El Toro Median Modification and Sidewalk
RECOMMENDED ACTION: Award a contract to Alliance Streetworks, Inc., in the amount of $88,351, plus authorized change orders not to exceed 15% of the base amount; and authorize the City Manager to execute a contract and approve change orders, subject to approval of the contract as to form by the City Attorney
5.2 Fiscal Year 03/04 Law Enforcement Agreement
RECOMMENDED ACTION: Approve an agreement with the Orange County Sheriff’s Office for Fiscal Year 2003-04 law enforcement services, and authorize the Mayor to execute the agreement subject to approval as to form by the City Attorney.
At this time members of the public may address the City Council regarding any items within the subject matter jurisdiction of the City Council. NO action may be taken on items not listed on the agenda unless authorized by law.

The City Council will meet in closed session to confer with legal counsel regarding one matter of litigation: Ronald Calderon Guerrero v. El Toro Water District, City of Laguna Woods et al., Superior Court Case No. 03CC-07080 pursuant to Government Code Section 54956.9.
The meeting is adjourned to a Regular Meeting at 2:00 p.m. on September 17, 2003 at the Laguna Woods City Hall, 24264 El Toro Road, Laguna Woods, CA 92653.
