AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

RECOMMENDED ACTION:
4.2 Community Services Committee: Transportation Subcommittee
RECOMMENDED ACTION: Appoint Councilmember Robert Bouer as City Council liaison to the Transportation Subcommittee of the Community Services Committee.
5.1 Grading Code Amendment
RECOMMENDED ACTION: Approve the introduction and first reading, by title only and waive further reading, of an ordinance establishing City of Laguna Woods’ grading regulations, entitled:
AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADOPTING SITE GRADING, EXCAVATION, EARTH WORK REQUIREMENTS FOR ONSTRUCTION ACTIVITIES
5.2 Fiscal Year 2002-03 and 2003-04 Annual Budget
RECOMMENDED ACTION:
5.3 El Toro Road Landscape Improvements
RECOMMENDED ACTION: Award a contract to Terra-Cal Construction in the amount of $478,740.70, plus authorized change orders not exceeding 15% of the base amount, and authorize the City Manager to execute a contract and approve change orders, subject to approval of the contract as to form by the City Attorney. .
At this time members of the public may address the City Council regarding any items within the subject matter jurisdiction of the City Council. NO action may be taken on items not listed on the agenda unless authorized by law.
