AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. VI. CONSENT CALENDAR
All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.
6.1 Claim against the City by Robert Koeblitz
RECOMMENDED ACTION: Deny the claim against the City of Laguna Woods by Robert Koeblitz in the amount of $18.95.
VII. PUBLIC HEARINGS
Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing. Council comment and questions; 8. Take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

IX. CITY MANAGER’S REPORT
9.1 Taxi Cab Voucher Contract
RECOMMENDED ACTION:
A. Authorize the City Manager to execute an agreement with Fiesta Taxi, Inc. and Administrative Services Co-op, Inc. to provide transportation services under the City’s pilot Taxi Voucher program.
B. Approve use of Senior Mobility Program funds to buy-down the cost of taxi vouchers by 50% off the face value for residents who either:
· Qualify for OCTA ACCESS service, or
· Qualify for Leisure World Lift Bus service, or
· Are a member of a household that does not own an automobile, or
· Are aged 81 years or more.
9.2 General Plan
RECOMMENDED ACTION: Discuss the General Plan process and give staff direction regarding an approach for completion of the land use element.
9.3 Fiscal Year 2002-03 Budget
RECOMMENDED ACTION: Review budget projections and discuss various proposals for current service levels and new programs.
