AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

  1. CONSENT CALENDAR

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

6.1     City Council Minutes from the regular meeting of November 20, 2002 and the adjourned regular meeting of December 3, 2002.

RECOMMENDED ACTION:  Approve minutes as submitted.

6.2     Approve the reading by title of all ordinances and resolutions.  Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.

RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

6.3     Treasurer’s Reports

RECOMMENDED ACTION: Receive and File November 2002 monthly Treasurer’s Reports

6.4     Warrant Register

RECOMMENDED ACTION:  Approve the December 18, 2002 Warrant Register in the amount of $209,615.

6.5     Discharge of Firearms Ordinance

RECOMMENDED ACTION: Adopt an Ordinance entitled:

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, REGARDING THE DISCHARGE OF FIREARMS WITHIN CITY LIMITS

6.6     Citywide Speed Limits Ordinance

RECOMMENDED ACTION: Adopt an Ordinance entitled:

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADOPTING AND ESTABLISHING SPEED LIMITS ON CITY STREETS

6.7     Emergency Disaster Council Ordinance

RECOMMENDED ACTION: Adopt an Ordinance entitled:

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADDING CHAPTER 2.20 TO TITLE 2 OF THE LAGUNA WOODS MUNICIPAL CODE.

6.8     City Investment Policy

RECOMMENDED ACTION: Adopt a resolution entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ACKNOWLEDGING THE REVIEW, RECEIPT AND FILING OF THE ANNUAL STATEMENT OF INVESTMENT POLICY.

6.9     Storm Drain Filter Inserts

RECOMMENDED ACTION:

  1. Award a contract to Drainage Protection Services in the amount of $46,611 for the installation and maintenance of 33 filter systems for public catch basins, and authorize the City Manager to execute the agreement and approve change orders.
  2. Authorize the City Manager to purchase additional filter systems at the specified contract unit price, not to exceed $37,389, for        installation in selected catch basins on private property.
    • 10Amendment to the San Joaquin Hills Transportation Corridor Agency Joint Powers Agreement to authorize creation of a combined Foothill/Eastern and San Joaquin Hills Joint Powers Authority.

RECOMMENDED ACTION:   Approve the Second Amended and Restated Joint Exercise of Powers Agreement Creating the San Joaquin Hills Transportation Corridor Agency and authorize the Mayor to execute implementing documents, subject to approval by the City Attorney.

VII.   PUBLIC HEARINGS

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing. Council comment and questions. Take appropriate actions. RECOMMENDED ACTION: Approve proposed nominations to City advisory committees.

8.2     Interagency Committee Appointments

RECOMMENDED ACTION:   Approve Council appointments to various interagency committees and boards.

8.3     Airport Environs Land Use Plan

RECOMMENDATION:  Authorize the Mayor to represent the City at the December 4, 2002 at the Airport Land Use Commission for Orange County public hearing regarding the Airport Land User Plan 2002 Amendment.

8.4     Appeal: Sign Program Revisions for the Ayres Hotel (CP-21)

RECOMMENDED ACTION: Adopt a resolution entitled:

  1.      A RESOLUTION OF THE CITY COUNCIL OF THE   CITY OF LAGUNA WOODS, CALIFORNIA, granting the appeal of staff’s  determination and ALLOWING THE PROPOSED MODIFICATION to the Town Centre sign program adding White as an  approved color for the Restaurant, office and hotel buildings. (Staff  Recommendation)

    OR

  2. A RESOLUTION OF THE CITY COUNCIL OF THE    CITY OF LAGUNA WOODS, CALIFORNIA,    DENYING THE appeal of staff’s  determination and rejecting THE  PROPOSED MODIFICATION to the Town Centre sign program adding White as an
    approved color for the Restaurant, office and hotel buildings.
  3. CITY MANAGER’S REPORT

9.1     Community Service Grants Awards

RECOMMENDED ACTION (Staff and Community Services Committee):

  1. Award $40,000 in Community Services grants to four grantees; and
    B.                Award $75,000 in Community Services grants to South County Senior Services; and
  2. C. Authorize the City Manager to execute an agreement with each grantee, subject to review by the City Attorney as to form.

9.2     Citation Authority

RECOMMENDED ACTION: Introduce and approved     first reading of an ordinance establishing the City’s ability to issue administrative citations for violations to its Municipal Code, entitled

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ESTABLISHING PROCEDURES FOR ISSUING ADMINISTRATIVE CITATIONS, ADDING SECTION 1.01.270 TO CHAPTER 1.01 OF THE LAGUNA WOODS MUNICIPAL CODE AND ESTABLISHING CHAPTER 1.10 TO THE LAGUNA WOODS MUNICIPAL CODE

9.3     Mid-Year Budget Review

  1. Review revenues and current expenditures and proposals for modification.
  2. Review proposal to convert two existing part-time positions (Code Enforcement Officer and Finance Assistant) to full-time contract positions for the balance of Fiscal Year 2002-03.

    C.   Review the Senior Mobility Transportation program and proposals for modification.

    D.   Review the Community Services Committee Work Plan and proposals for modification.

RECOMMENDED ACTION: Discuss Fiscal Year 2002-03 budget status and give direction to staff for formal modification at the January 15, 2003 Council meeting.
