AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action.
Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.
7.1 City Council Minutes from the adjourned regular meetings of October 18, 2000.
RECOMMENDED ACTION: Approve minutes as submitted.
7.2 Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.
RECOMMENDED ACTION: Waive reading of ordinances and resolutions.
7.3 Treasurer’s Report
RECOMMENDED ACTION: Receive and File the November 2000 Treasurer’s Report.
7.4 Warrant Register
RECOMMENDED ACTION: Approve the November 15, 2000 Warrant Register in the amount of $217,703.52.
7.5 Orange County Council of Governments
RECOMMENDED ACTION: Approve a joint powers agreement with the Orange County Council of Governments; and authorize the Mayor to execute the agreement subject to review by the City Attorney as to form.
7.6 Signs and Advertising Devices
RECOMMENDED ACTION: Adopt an Ordinance entitled:
“AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, REGULATING THE USE OF SIGNS AND OTHER ADVERTISING DEVICES WITHIN THE CITY OF LAGUNA WOODS”
VIII. PUBLIC HEARINGS
Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: 1. Open the Public Hearing; 2. Receive staff report; 3. Hear applicant presentation; 4. Accept public testimony; 5. Allow applicant comment; 6. Close Public Hearing; 7. Council comment and questions; 8. Take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.
No Public Hearings are scheduled.
RECOMMENDED ACTION: Discuss and make two appointments to the Community Services Committee and one appointment to the Planning Advisory Committee.
9.2 City Council Meeting Schedule
RECOMMENDED ACTION: Reschedule the December 20, 2000 City Council Meeting to December 13, 2000 at 2:00 p.m.

10.1 Campaign Finance Reform
RECOMMENDED ACTION:
A. Introduce and approve first reading of an Ordinance entitled:
“AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADDING CHAPTER 2.05 TO THE LAGUNA WOODS MUNICIPAL CODE RELATING TO CAMPAIGN CONTRIBUTION LIMITS”
B. Adopt a Resolution entitled:
“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADOPTING REGULATIONS FOR CANDIDATES FOR ELECTIVE OFFICE PERTAINING TO CANDIDATES’ STATEMENTS SUBMITTED TO THE VOTERS AT GENERAL MUNICIPAL ELECTIONS”
10.2 Water Quality
RECOMMENDED ACTION: Introduce and approve first reading of an Ordinance entitled:
“AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, PROTECTING PUBLIC HEALTH AND SAFETY AND CITY PROPERTY WITH RESPECT TO CONTROL OF DISCHARGES AND POLLUTANTS AND THE PROHIBITION OF ILLICIT DISCHARGES AND ILLICIT CONNECTIONS TO THE MUNICIPAL SEPARATE STORM SEWER SYSTEM, WATERS OF THE UNITED STATES AND THE STATE BY AMENDING THE LAGUNA WOODS MUNICIPAL CODE TO ADD NEW CHAPTER 13 ‘STORM WATER AND URBAN RUNOFF POLLUTION CONTROL’”
RECOMMENDED ACTION: Review design alternatives and select an entry monument design and a winter street light banner design.
