AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

7.1 City Council Minutes from the meetings of Adjourned Regular Meetings of March 15, 2000; March 24, 2000; March 28, 2000; April 5, 2000; and April 25, 2000.
RECOMMENDED ACTION: Approve minutes as submitted.
7.2 Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.

RECOMMENDED ACTION: Second reading and adoption of an Ordinance allowing for appointment of the City Clerk by the City Manager, entitled:
“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AMENDING TITLE 2 OF THE LAGUNA WOODS MUNICIPAL CODE RELATING TO APPOINTMENT OF THE CITY CLERK”
7.6 Beverage Recycling Funding Request
RECOMMENDED ACTION: Adopt a Resolution entitled:
“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF A FUNDING REQUEST TO THE CALIFORNIA DEPARTMENT OF CONSERVATION, DIVISION OF RECYCLING, FOR FUNDS TO SUPPORT BEVERAGE CONTAINER RECYCLING AND LITTER CLEANUP ACTIVITIES”
7.7 El Toro/Moulton Grant Funding Applications
RECOMMENDED ACTION: Adopt a Resolution entitled:
“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS APPROVING THE SUBMITTAL OF FOUR IMPROVEMENT PROJECTS TO THE ORANGE COUNTY TRANSPORTATION AUTHORITY FOR FUNDING UNDER THE COMBINED TRANSPORTATION FUNDING PROGRAM”
VIII. PUBLIC HEARINGS
Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: 1. Open the Public Hearing; 2. Receive staff report; 3. Hear applicant presentation; 4. Accept public testimony; 5. Allow applicant comment; 6. Close Public Hearing; 7. Council comment and questions; 8. Take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.
8.1 Wells Fargo South Coast Urological Planning Application – Conditional Use Permit CUP00-02
RECOMMENDED ACTION: 1) Conduct Public Hearing and review testimony and 2) Consider approval of Conditional Use Permit CUP00-02, including findings and conditions identified in Attachments A and B. The staff recommendation will be presented at the public hearing.
8.2 Nextel Communications Planning Application – Site Development Permit SP00-02
RECOMMENDED ACTION: 1) Conduct Public Hearing and review testimony and 2) Approve Site Development Permit SP00-02, including findings and conditions identified in Attachments A and B. (Staff Recommendation).

X. CITY MANAGER’S REPORT
10.1 Election Issues: Campaign Contribution Ordinance, Polling Hours
RECOMMENDED ACTION: 1) Consider the sample campaign contribution limits ordinance. Provide direction to staff regarding whether to proceed with an ordinance for the City of Laguna Woods. AND 2) Adopt a Resolution entitled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, MODIFYING RESOLUTION NO.99-49; ADJUSTING THE HOURS THE POLLS FOR FUTURE ELECTIONS SHALL BE OPEN TO SEVEN O’CLOCK A.M. THROUGH SEVEN O’CLOCK P.M.
10.2 South County Senior Services Operations Funding (Fiscal Year 1999-2000) RECOMMENDED ACTION: The Community Services Committee recommends that the City Council approve a grant to South County Senior Services, Inc., a non-profit charitable organization, to support the following programs for the period March 1 – June 30, 2000: · $5,500 for transportation of Laguna Woods residents to the Florence Sylvester Senior Center and local shopping areas; · $5,000 for the adult day health care funding shortfall for Medicare clients; and · $3,000 for operations at the Florence Sylvester Senior Center. 10.3 South County Senior Services — Funding Assistance for Low Income Senior Housing
RECOMMENDED ACTION: Consider an allocation of $250,000 toward the construction of a not-for-profit low- income housing project within the City of Laguna Woods.
