AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action.
Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.
7.1 City Council Minutes from the adjourned regular meetings of November 15, 2000.
RECOMMENDED ACTION: Approve minutes as submitted.
7.2 Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.
RECOMMENDED ACTION: Waive reading of ordinances and resolutions.
7.3 Treasurer’s Report
RECOMMENDED ACTION: Receive and File the December 2000 Treasurer’s Report.
7.4 Warrant Register
RECOMMENDED ACTION: Approve the December 20, 2000 Warrant Register in the amount of $211,020.68
7.5 Campaign Finance Reform
RECOMMENDED ACTION: Approve second reading and adoption of an Ordinance entitled:
“AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADDING CHAPTER 2.05 TO THE LAGUNA WOODS MUNICIPAL CODE RELATING TO CAMPAIGN CONTRIBUTION LIMITS”
7.6 Water Quality
RECOMMENDED ACTION: Approve second reading and adoption of an Ordinance entitled:
“AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, PROTECTING PUBLIC HEALTH AND SAFETY AND CITY PROPERTY WITH RESPECT TO CONTROL OF DISCHARGES AND POLLUTANTS AND THE PROHIBITION OF ILLICIT DISCHARGES AND ILLICIT CONNECTIONS TO THE MUNICIPAL SEPARATE STORM SEWER SYSTEM, WATERS OF THE UNITED STATES AND THE STATE BY AMENDING THE LAGUNA WOODS MUNICIPAL CODE TO ADD NEW CHAPTER 13 ‘STORM WATER AND URBAN RUNOFF POLLUTION CONTROL’”
RECOMMENDED ACTION: Approve an agreement that provides for public works department mutual aid during emergencies, and authorize the City Manager to execute such agreement, subject to approval of form by the City Attorney.
RECOMMENDED ACTION (Council Budget Committee): Adopt two Resolutions revising the compensation and benefit package for city employees, entitled:
“A RESOLUTION OF THE CITY OF THE CITY COUNCIL OF LAGUNA WOODS, CALIFORNIA, ESTABLISHING A COMPENSATION SCHEDULE FOR CITY EMPLOYEES”
AND
“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ELECTING TO BE SUBJECT TO THE PUBLIC EMPLOYEES’ MEDICAL AND HOSPITAL CARE ACT, AND FIXING THE EMPLOYER’S CONTRIBUTION FOR EMPLOYEES AND THE EMPLOYER’S CONTRIBUTION FOR ANNUITANTS AT DIFFERENT AMOUNTS”
RECOMMENDED ACTION (Council Budget Committee): Allocate $63,973.51 of Fiscal Year 1998-99 and 1999-00 Mobile Source Reduction Funds to design sidewalks/trails for pedestrians and alternative vehicles along El Toro Road.
RECOMMENDED ACTION: Authorize the City Manager to apply for an Orange County Emergency Services Grant.
RECOMMENDED ACTION: Adopt a Resolution approving an Agency-State Agreement for Federal-Aid Projects, entitled:
“RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, APPROVING MASTER AGREEMENT NO. 12-5476 BETWEEN THE STATE OF CALIFORNIA AND THE CITY OF LAGUNA WOODS FOR THE IMPLEMENTATION OF FEDERALLY FUNDED PROJECTS AND THE MAINTENANCE OF COMPLETED FACILITIES UNDER VARIOUS ACTS INCLUDING THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT (ISTEA) AND THE TRANSPORTATION EQUITY ACT FOR THE 21ST CENTURY (TEA-21) AND AUTHORIZING THE CITY MANAGER TO EXECUTE SAID AGREEMENT”
VIII. PUBLIC HEARINGS
Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: 1. Open the Public Hearing; 2. Receive staff report; 3. Hear applicant presentation; 4. Accept public testimony; 5. Allow applicant comment; 6. Close Public Hearing; 7. Council comment and questions; 8. Take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.
RECOMMENDED ACTION:
IX. COUNCIL BUSINESS
RECOMMENDED ACTION: Reappoint Mayor Pro Tem Bouer as the City of Laguna Wood representative to the Vector Control District Board for a four-year term, commencing December 2000.
RECOMMENDED ACTION: Consider candidates and appoint a resident at large member to the General Plan Coordinating Committee.
RECOMMENDED ACTION: Adopt a Resolution entitled:
“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, SUPPORTING SR 57 EXTENSION PROJECT AND THE CONTINUATION OF THE FRANCHISE AGREEMENT BETWEEN ATD AND THE CALIFORNIA DEPARTMENT OF TRANSPORTATION”
RECOMMENDED ACTION:
(Council Budget Committee and Community Services Committee),
AND
Library (Council Budget Committee),
AND
C-1) Allocate $29,000 from the Council Contingency account to
support programs operated by South County Senior Services at
the Florence Sylvester Senior Center (Council Budget
Committee).

C-2) Provide no additional funding in the current fiscal year and consider funding South County Senior Services in future budgets through a separate process (Community Services Committee).
OR
C-3) Allocate additional funds from the Council Contingency account to supplement funding for social services grants in this fiscal year, and refer the allocation of these funds to the Community Services Committee for recommendation to the City Council at its January 17, 2001 meeting (Staff).
RECOMMENDED ACTION: Give direction to staff regarding further work on proposals for City involvement in funding improvements to Leisure World perimeter walls.
9.6 Budget Workshop (Councilmember Thorpe)
RECOMMENDED ACTION: Schedule a budget workwhop for January 2001.

The City Council will meet in closed session pursuant to the provisions of Government Code Section 54956.8 to confer with its property negotiator, Leslie Keane, with regard to the terms of a possible lease or purchase of property located in the vicinity of El Toro Road and Moulton Parkway.
