AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

  1. CONSENT CALENDAR

 

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

 

6.1   City Council minutes from the regular meeting of February 15, 2006.

 

RECOMMENDED ACTION: Approve minutes as submitted.

 

6.2   Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.

RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

 

6.3   Treasurer’s Report

 

RECOMMENDED ACTION: Receive and File February 2006 monthly Treasurer’s Report.

 

6.4   Warrant Register

 

RECOMMENDED ACTION: Approve the March 15, 2006 Warrant Register in the amount of $447,340.91.

 

6.5 California Integrated Waste Management Board Rubberized Asphalt Concrete Incentive Grants

 

RECOMMENDED ACTION: Approve resolutions entitled:

 

  1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR A SB 1346 RUBBERIZED ASPHALT CONCRETE INCENTIVE GRANT

 

  1. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AUTHORIZING THE SUBMITTAL OF AN APPLICATION FOR A TARGETED RUBBERIZED ASPHALT CONCRETE INCENTIVE GRANT

 

6.6     Amendment to Cooperative Agreement D99-128 to fund (TMDL) Studies in

the Newport Bay Watershed.

 

RECOMMENDED ACTION: Approve an amendment adding new cost sharing partners to the exiting Newport Bay Watershed. Studies agreement; and authorize the Mayor to execute the agreement subject to approval as to form by the City Attorney.

 

6.7     Urban Area Security Initiative (UASI) Funding Agreement

 

RECOMMENDED ACTION: Approve an agreement providing pass through funding from the City of Santa Ana to the City of Laguna Woods for the purchase of Urban Area Security Initiative equipment and training; and authorize the City Manager to execute the agreement subject to approval from the City Attorney.

 

VII. PUBLIC HEARINGS

 

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing; E. Council comment and questions and take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

RECOMMENDED ACTION: Approve meeting schedule for the balance of calendar year 2006.

RECOMMENDED ACTION: Approve proposed nomination(s) to City advisory committees.

9.1 Laguna Woods Smoking Regulations

 

RECOMMENDED ACTION: Consider modifications to current Laguna Woods’ smoking regulations that would prevent smoking in carports shared by more than one residential unit and/or on sidewalks and outdoor entryways that are within 20 feet of the entrance to any individual residential unit.

 

9.2 Public Safety Radio System Coverage Regulations

 

RECOMMENDED ACTION: Introduce and approve first reading of an ordinance establishing public safety radio coverage regulations, entitled

 

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADDING CHAPTER 7.18 TO TITLE 7 OF THE LAGUNA WOODS MUNICIPAL CODE REGARDING PUBLIC SAFETY RADIO SYSTEM COVERAGE

 

9.3   General Plan Amendment Proposals from the Cities of Lake Forest and Irvine

 

RECOMMENDED ACTION: Discuss and suggest staff input for response to draft environmental documents.
