AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

 

6.1   City Council minutes from the regular meeting of April 19, 2006.

 

RECOMMENDED ACTION: Approve minutes as submitted.

 

6.2   Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived.

RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

 

6.3   Treasurer’s Report

 

RECOMMENDED ACTION: Receive and File April 2006 monthly Treasurer’s Report and Third Quarter Fiscal Year 2005-06 Treasurer’s Report.

 

6.4   Warrant Register

 

RECOMMENDED ACTION: Approve the May 17, 2006 Warrant Register in the amount of $358,209.52.

 

6.5   Notice of Completion – Dicksons, Inc. – 2005-2006 Energy Efficiency Improvement Project: Installation of Heat Pump Units

 

RECOMMENDED ACTION:

 

  1. Accept project completion of a contract with Dicksons, Inc. for installation or replacement of twenty-two (22) heat pump units.

 

  1. Release contract retention in the amount of $2,585, withheld per government code, 35 days following recordation of Notice of Completion with the County of Orange.

 

  1. Exonerate project posted bonds 35 days following recordation of Notice of Completion with the County of Orange.

 

6.6   Golf Cart and Low Speed Vehicle Regulations

 

RECOMMENDED ACTION: Adopt an ordinance establishing regulations for the use of City sidewalks and golf cart paths, entitled:

 

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, REGULATING THE USE OF GOLF CARTS AND LOW-SPEED VEHICLES ON PUBLIC SIDEWALKS

 

VII. PUBLIC HEARINGS

 

 

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing; E. Council comment and questions and take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

8.1 Measure M Reauthorization (agendized by Councilmember Hack)

 

RECOMMENDED ACTION: Adopt a resolution entitled:

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, APPROVING THE MEASURE M TRANSPORTATION INVESTMENT PLAN AND SUPPORTING REAUTHORIZATION

 

8.2 Eminent Domain Proceedings in the City of Laguna Woods (agendized by Councilmember Ring)

 

RECOMMENDED ACTION: Adopt a resolution restricting the use of       eminent domain proceedings in the City of Laguna Woods, entitled:

 

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS,      CALIFORNIA, ESTABLISHING A POLICY REGARDING THE USE OF EMINENT DOMAIN

 

8.3 City Council Meeting Schedule

 

RECOMMENDED ACTION: Reschedule Council’s June 7, 2006 budget meeting for June 14, 2006

9.1   Construction and Demolition Waste Regulations

 

RECOMMENDED ACTION: Introduce and approve first reading of an Ordinance establishing regulations for the disposal of construction and demolition waste, entitled:

 

AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AMENDING THE LAGUNA WOODS MUNICIPAL CODE BY ADDING A NEW CHAPTER 4.24, CONSTRUCTION AND DEMOLITION MATERIALS MANAGEMENT, TO TITLE 4 OF THE LAGUNA WOODS MUNICIPAL CODE

 

9.2   Taxi Voucher Subsidy Program

 

RECOMMENDED ACTION:

 

  1. Authorize continuation of the special destination taxi voucher program through June 30, 2007.

 

  1. Decrease the age eligibility requirement for the general and special taxi voucher programs from 70 to 60, effective July 1, 2006.

 

9.3   Fiscal Year 2006-07 Budget – Transportation and Grant Funds

 

RECOMMENDED ACTION: Discuss and provide direction to staff.
