AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

All proclamations listed under this section will be enacted by one vote, unless Members of the City Council request specific items be removed for separate action. Proclamations will then be read and presented.

6.1 Proclamation: Community Colleges 100th Birthday

6.2 Proclamation: October 13, 2001 – Day of Remembrance and Reflection

6.3 Proclamation: October 1-5, 2001 – Rideshare Week

6.4 Proclamation: October – Breast Cancer Awareness Month

VII. CONSENT CALENDAR

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

7.1 Approve the reading by title of all ordinances and resolutions. Said ordinances and resolutions that appear on the public agenda shall be determined to have been read by title only and further reading waived. RECOMMENDED ACTION: Waive reading of ordinances and resolutions.

7.2 Pre-zoning of an approximately 10.6 acre unincorporated island. RECOMMENDED ACTION: Second reading and adoption of the following ordinance, entitled: AN ORDINANCE OF THE CITY OF LAGUNA WOODS, CALIFORNIA, APPROVING ZONE CHANGE 01-003 TO PREZONE A 10.6-ACRE SITE TO ROSSMOOR LEISURE WORLD PLANNED COMMUNITY TEXT, ADULT SINGLE AND MULTIPLE FAMILY (1-A) ZONING DESIGNATION (LOT 5 OF TRACT 10641).

7.3 Traffic Signal – Moulton Parkway and Via Campo Verde RECOMMENDED ACTION: A. Award a contract in the amount of $144,387 to Steiny & Company for construction of a traffic signal at Moulton Parkway and Via Campo Verde and authorize the City Manager to execute an agreement subject to approval by the City Attorney as to form. B. Amend the fiscal year 2001-02 Capital Improvement Program budget to include $150,600 in CARITS development fees for construction of a traffic signal at Moulton Parkway and Via Campo Verde.

7.4 Social Security RECOMMENDED ACTION: Adopt a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, APPROVING CONTINUED SOCIAL SECURITY COVERAGE FOR EMPLOYEES IN POSITIONS COVERED BY THE CALIFORNIA PUBLIC EMPLOYEES’ RETIREMENT SYSTEM.

7.5 Federal/State Funded Transportation Projects RECOMMENDED ACTION: Adopt a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO EXECUTE ALL DOCUMENTS TO RECEIVE FEDERAL AND/OR STATE FUNDS FOR TRANSPORTATION PROJECTS THROUGH THE CALIFORNIA DEPARTMENT OF TRANSPORTATION.

VIII. PUBLIC HEARINGS

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: 1. Receive staff report; 2. Open the Public Hearing; 3. Hear applicant presentation; 4. Accept public testimony; 5. Allow applicant comment; 6. Close Public Hearing; 7. Council comment and questions; 8. Take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

8.1 General Plan Amendment (GPA 01-002) to Add a Land Use Designation to an Unincorporated County Island

RECOMMENDED ACTION:

A. Receive Staff Report.

B. Open Public Hearing.

C. Receive Public Comment.

D. Close Public Hearing.

E. Approve a resolution adopting a Negative Declaration that will add a land use designation to an unincorporated County island, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ADOPTING A NEGATIVE DECLARATION TO DESIGNATE A ‘SUBURBAN RESIDENTIAL’ LAND USE ON THE LAGUNA WOODS GENERAL PLAN LAND USE MAP FOR A 10.6-ACRE UNINCORPORATED COUNTY ISLAND (LOT 5 OF TRACT 10641).

F. Approve a resolution to amend the General Plan Land Use Map to add a land use designation to an unincorporated County island, entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AMENDING THE LAGUNA WOODS GENERAL PLAN LAND USE MAP TO DESIGNATE A ‘SUBURBAN RESIDENTIAL’ LAND USE FOR A 10.6-ACRE UNINCORPORATED COUNTY ISLAND (LOT 5 OF TRACT 10641).

IX. COUNCIL BUSINESS

9.1 Citizen Committee Appointments:

RECOMMENDED ACTION:

A. Ratify Councilmember Ring’s nominations of Leon Mocketel and Tracey Brown to the Planning Advisory Committee; and Helen Mencher, Nate Rosenblatt and Janet Brayley to the Community Services Committee;

B. Consider appointments to vacant positions on the Planning Advisory Committee (Bouer and McLaughlin), Human Relations Committee (Ring) and the Ad Hoc General Plan Coordinating Committee (resident-at-large and business members).

9.2 City Council Reorganization:

RECOMMENDED ACTION: Appoint Councilmember Ring as the City representative to various regional organizations and Council Ad Hoc Committees:
