AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action.

Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

7. Mutual Aid Agreement

   RECOMMENDED ACTION: Approve an agreement that provides for public works department mutual aid during emergencies, and authorize the City Manager to execute such agreement, subject to approval of form by the City Attorney.

8. Employee Compensation and Benefits

   RECOMMENDED ACTION (Council Budget Committee): Adopt two Resolutions revising the compensation and benefit package for city employees, entitled:

   “A RESOLUTION OF THE CITY OF THE CITY COUNCIL OF LAGUNA WOODS, CALIFORNIA, ESTABLISHING A COMPENSATION SCHEDULE FOR CITY EMPLOYEES”

   AND

   “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, ELECTING TO BE SUBJECT TO THE PUBLIC EMPLOYEES’ MEDICAL AND HOSPITAL CARE ACT, AND FIXING THE EMPLOYER’S CONTRIBUTION FOR EMPLOYEES AND THE EMPLOYER’S CONTRIBUTION FOR ANNUITANTS AT DIFFERENT AMOUNTS”

9. Allocation of Mobile Source Reduction Funds

   RECOMMENDED ACTION (Council Budget Committee): Allocate $63,973.51 of Fiscal Year 1998-99 and 1999-00 Mobile Source Reduction Funds to design sidewalks/trails for pedestrians and alternative vehicles along El Toro Road.

10. Emergency Services Grant

    RECOMMENDED ACTION: Authorize the City Manager to apply for an Orange County Emergency Services Grant.

11. Local Agency/State Agency Funds Agreement

VIII. PUBLIC HEARINGS

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: 1. Open the Public Hearing; 2. Receive staff report; 3. Hear applicant presentation; 4. Accept public testimony; 5. Allow applicant comment; 6. Close Public Hearing; 7. Council comment and questions; 8. Take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

1. Open the Public Hearing, and
2. Continue the Public Hearing to January 17, 2001.

IX. COUNCIL BUSINESS

1. Vector Control District Board of Directors – Appointment

   RECOMMENDED ACTION: Reappoint Mayor Pro Tem Bouer as the City of Laguna Wood representative to the Vector Control District Board for a four-year term, commencing December 2000.

2. General Plan Coordinating Committee – Resident at Large Appointment

   RECOMMENDED ACTION: Consider candidates and appoint a resident at large member to the General Plan Coordinating Committee.

3. State Roadway 57 Extension – Resolution in Support (Councilmember Hack)

   RECOMMENDED ACTION: Adopt a Resolution entitled:

   “A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, SUPPORTING SR 57 EXTENSION PROJECT AND THE CONTINUATION OF THE FRANCHISE AGREEMENT BETWEEN ATD AND THE CALIFORNIA DEPARTMENT OF TRANSPORTATION”

4. Social Services Program Grants

1. Award $100,000 in social services grants to seven applicants

   (Council Budget Committee and Community Services Committee),

   AND

2. Award a $5,000 arts and cultural grant to the Leisure World

Library (Council Budget Committee),

C-1) Allocate $29,000 from the Council Contingency account to

support programs operated by South County Senior Services at

the Florence Sylvester Senior Center (Council Budget

Committee).

9.6 Budget Workshop (Councilmember Thorpe)

RECOMMENDED ACTION: Schedule a budget workwhop for January 2001.

1. Dog Park Design Approval and Negative Declaration

1. Approve the adoption of a Mitigated Negative Declaration, ND#00-02, for the proposed Ridge Route Drive Dog Park, and
2. Approve the design and direct staff to request bids for completion of the project.

1. Excavation, Filling and Obstruction of Highways

1. Approve first reading and introduction of an Ordinance designed to minimize street cuts, entitled:

   “AN ORDINANCE OF THE CITY OF THE CITY OF LAGUNA WOODS, CALIFORNIA ESTABLISHING A NEW TITLE 11, CHAPTER 11.01 RELATING TO ‘EXCAVATION, FILLING AND OBSTRUCTION OF HIGHWAYS,’ OF THE LAGUNA WOODS MUNICIPAL CODE REGARDING CONSTRUCTION WORK IN STREETS”

   AND

2. Adopt a Resolution establishing warranty fees, entitled:

At this time members of the public may address the City Council regarding any items within the subject matter jurisdiction of the City Council. NO action may be taken on items not listed on the agenda unless authorized by law.

The City Council will meet in closed session pursuant to the provisions of Government Code Section 54956.8 to confer with its property negotiator, Leslie Keane, with regard to the terms of a possible lease or purchase of property located in the vicinity of El Toro Road and Moulton Parkway.
