AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

All proclamations listed under this section will be enacted by one vote, unless Members of the City Council request specific items be removed for separate action. Proclamations will then be read and presented.

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

VII.       PUBLIC HEARINGS

 

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing. Council comment and questions; 8. Take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

VIII.      COUNCIL BUSINESS

 

8.1 Advisory Committee Appointments

 

RECOMMENDED ACTION: Approve proposed nominations to City advisory committees.

 

  1. CITY MANAGER’S REPORT

 

9.1       El Toro Road Improvements

 

RECOMMENDED ACTION:

 

  1. Discuss and approve an improvement plan for El Toro Road that would:

 

  1. Provide a 14 foot wide sidewalk along the south side of El Toro Road between the Valencia and Willow Tree Centers.

 

  1. Provide a nine foot wide sidewalk on the south side of El Toro Road between the EZ Lube at the intersection of El Toro Road and Moulton Parkway and the existing sidewalk.

 

  1. Lengthen the eastbound El Toro Road left turn lane onto northbound Moulton Parkway.

 

  1. Lengthen the eastbound and westbound El Toro Road left turn lanes onto Avenida Sevilla.

 

  1. Lengthen the eastbound El Toro Road right turn lane onto Avendia Sevilla.

 

  1. Provide a second eastbound El Toro Road left turn lane onto northbound Paseo de Valencia.

 

  1. Provide an eastbound El Toro Road right turn lane onto southbound Paseo de Valencia

 

  1. Implement the City’s adopted median and right-of-way landscape plans along El Toro Road between Moulton Parkway and Paseo de Valencia

 

  1. Maintain eastbound and westbound El Toro Road left turn lanes into the Laguna Woods Animal Hospital and the Leisure World Equestrian Center,

 

OR

 

Extend the median to close the eastbound and westbound El Toro Road left turn lanes into the Laguna Woods Animal Hospital and the Leisure World Equestrian Center and permit U-turns from eastbound El Toro Road at Moulton Parkway and from westbound El Toro Road at Home Depot Drive.

 

9.2       Stormwater Program Draft Local Implementation Plan

 

RECOMMENDED ACTION: Approve the City’s Draft Stormwater Local Implementation Plan, in concept, and authorize submission to the Regional Boards for comment.
