AGENDA DESCRIPTION: The Agenda descriptions are intended to give notice, to members of the public, of a general summary of items of business to be transacted or discussed. The listed Recommended Action represents staff or a particular Committee’s recommendation. The City Council may take any action, which it deems to be appropriate on the agenda item and is not limited in any way by the recommended action. Any person wishing to address the City Council on any matter, whether or not it appears on this agenda, is requested to complete a “Request to Speak” form available at the door. The completed form is to be submitted to the City Clerk prior to an individual being heard by the City Council. Whenever possible, lengthy testimony should be presented to the City Council in writing (8 copies) and only pertinent points presented orally. Requests to speak to items on the agenda shall be heard at the appropriate point on the agenda; requests to speak about subjects not on the agenda will be heard during the Public Comment section of the meeting.

All proclamations listed under this section will be enacted by one vote, unless Members of the City Council request specific items be removed for separate action. Proclamations will then be read and presented.

 

5.1     Proclamation – National Fair Housing Month

All matters listed under the Consent Calendar are considered routine and will be enacted by one vote. There will be no separate discussion of these items unless Members of the City Council, the public, or staff request specific items be removed from the Consent Calendar for separate action.

VII.   PUBLIC HEARINGS

 

Public Hearings are scheduled for a time certain of 2:00 p.m. or as soon thereafter as possible. City Council, when considering the matter scheduled for hearing, will take the following actions: A. Receive staff report; B. Open the Public Hearing; C. Receive Public Comment; D. Close Public Hearing. Council comment and questions; 8. Take appropriate actions. Those wishing to address the City Council during the Public Hearing must complete a Request to Speak Form and provide it to the City Clerk prior to the Public Hearing.

  1. CITY MANAGER’S REPORT

9.1     El Toro Road Alternative Vehicle Trail

RECOMMENDED ACTION: Consider approval of the conceptual plan for the El Toro Road alternative vehicle trail, and provide staff with direction regarding future design and implementation.

9.2     Capital Improvement Program – Seven Year Program and Adjustments to     Fiscal Year 01-02 Budget

RECOMMENDED ACTION:

  1. Discuss and approve the Seven Year Capital Improvement Program (FY 01-02 through 07-08).
  2. Adopt a resolution amending the Transportation Fund budget in the Fiscal Year 2001-02 Annual Budget, entitled:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, AMENDING RESOLUTION 02-03 AND THE FISCAL YEAR 2001-2002 BUDGET

9.3     Transportation Services – Review of Current Programs

RECOMMENDED ACTION: Review current transportation services programs, and provide direction to staff for new and/or expanded programs that might be considered as a part of the Fiscal year 2002-03 budget.
